How City Hall Works

Roles of a Councilmember:

  1. Legislator: Votes on legislation (laws) for the city. This power comes from the City Charter, San José’s local constitution.

  2. Liaison: Connects the public to the government for information and issues.

  3. Leader: Brings people together, recognizes community members, and represents the City at events and meetings.

Our Form of Government:

According to the City Charter, we are a representative democracy with a Council-Manager system.

  • The people elect 11 members of the City Council (one Mayor citywide, 10 Councilmembers by district), who pass laws, and appoint and direct the City Manager.

  • The City Manager implements laws and directions, and manages the day-to-day operations of City departments.

Council also appoints a City Attorney, City Clerk, City Auditor, and Independent Police Auditor.

Levels of Government

There are legislators at the local, state, and federal levels:

City of San José: 10 Councilmembers elected by districts and 1 Mayor elected citywide.
County of Santa Clara: 5 Board Supervisors elected by districts.

California Senate: 40 State Senators elected by districts.
California Assembly: 80 State Assemblymembers elected by districts.

US Senate: 100 Senators elected by state (two each).
US House of Representatives: 435 Representatives elected by districts.
